Consider an internet based service that could ensure the accuracy of your mail lists to postal standards. Users could select a range of services they would like performed, (including but not limited to Address Verification and Move Update, Presort, List Enhancement, or Print Support), monitor the progess of processing, pay for and download results all on-line.

are you talking for those businesses that don't have mailing software and don't subscribe to these services already??

That would be cool, though PB SmartMailer is software that does all that already, albeit for a subscription and Windows only.
