With the state of the current economy I predict our site to start using E-cert a lot more, because it is cheaper than Express. How do I get set up? Does this work through Ascent?

You're correct, using Certified Mail service with or without Return Receipt for First-Class Mail or Priority Mail can be more cost-effective than Express Mail when speed of delivery is not a significant issue. Further, if the recipient is relatively local, First-Class Mail and Priority Mail typically is delivered locally in a day or so.
Electronically filing Certified Mail and electronic RR can be processed on Pitney Bowes mail finishing and shipping solutions.
