My question has to do with Express Flat Mail packages. When I have one of these with a postage stamp attached, I take it inside the post office because of the 13 ounce rule. I was wondering if I could just use a zero postage meter tape from our office machine to put on the package and if I could place it inside the postal drop box instead of taking it inside the crowded post office?

You are correct about not being able to deposit packages weighing over 13 ounces having postage paid with stamps in a regular mail receptacle. However, packages that are metered can be deposited in the USPS mail receptacles.
Also keep in mind what the Domestic Mail Manual says about the deposit of Express Mail (that weighing 13 ounces or less in this case):
If prepaid, Express Mail may be deposited in Express Mail collection boxes, handed to delivery and collection employees during their normal delivery and collection duties, or picked up by USPS Pickup on Demand service.
