No Phone Connection DM100

I have recently upgraded to the DM100 and had no problem dialing through my fax machine to add postage after setup, but now we have switched phone carrier and I am receiving a "No Carrier Detected on Line - Try Again". I have tried both the 866 # and the 800 # and received the error on both. I also had a phone line filter and I have tried this also and received the same error.
I check with my IT and confirmed that the fax machine line I am using is an analog line.
Do you have any suggestions?
