USPS regulations require that a meter be inspected and this occurs automatically whenever the meter is refilled or the system connects to the Data Center to check the balances. If a connection to the Data Center or refill does not occur within 60 days, an INSPECTION DUE message will appear on the meter. If the INSPECTION DUE message is not cleared within 30 days, the meter will display INSPECTION REQUIRED and a connection to the Data Center is necessary.
For most, if not all, Pitney Bowes meters, all you need to do is perform a zero dollar ($0.00) refill transaction to make the connection and clear the message. You do not need to refill for any dollar amount. There are no fees associated with $0 refills.

You are correct in that you cannot do a $0.00 refill on the DM100i. There are 2 main ways to make a connection with that meter without adding postage.
1) Press the funds button until you see the message "Check PBP Balance (yes/no)" displayed on your meter. Press the enter button twice. The meter will dial out. If it is able to make a successful connection to the server, it will display your balance. Choose Ok. The meter will return to your normal preset and the Inspection Due or Required message will be cleared.
2) Press the options button. Choose set up. Choose check for updates. Choose Intellilink - get update. The meter will dial out. If it is able to connect to the server, it will usually display no updates available. Choose Ok. The meter will return to your normal preset and the Inspection Due or Required will be cleared. If there is an update, it is always a good idea to allow the meter to perform the update.
If you are unable to make a connection to the server, you will be unable to clear this message. In those cases, it is usually best to contact the service department at 1-800-522-0020. These connection problems are very diverse.

I like how they say Problem Solved, yet 1 1/2 years later they are still telling that they are correcting the software issue that doesn't allow $0.00 refills. Thereby making people add postage and PB collecting their $15 per person.
Gee I wonder how complicated it would be to make it just do the inspection and not ask to add funds. But I guess they would then be losing millions in revenue from unneeded postage refills.
