Hello!

I am not certain what type of "pre-sort" you're doing (giving mail to a presort company or barcoding and sorting yourself?) so I will answer this a bit generically.

Since you are mailing at discounted (commercial) First-Class Mail prices (i.e., postage less than 42 cents for a 1-ounce letter), and maybe even some Standard Mail, then your  company will need to implement a Move Update method to meet the Nov. 23 Standard.  (Actually, your company should already be doing so under the current Move Update regulation for First-Class Mail!)

The Move Update Standard is a means of reducing the number of mailpieces ina a mailing that would require forwarding or return by periodic matching of a mailer's address records with customer-filed change of address (COA) orders received and maintained by the Postal Service.

Effective Nov. 23, 2008, Discount First-Class Mail and Standard Mail mailers must demonstrate that they have updated their mailing list using an approved solution within 95 days prior to the date of the mailing.  (Today the regulation is for discount First-Class Mail and the timeframe is within 185 days prior to the mailing.) Mailers can meet the Move Update requirement in the following five ways (these are described throughout this Forum site...):

  1. Ancillary Service Endorsements
  2. Address Change Service (ACS)
  3. National Change of Address Linkage (NCOALink™) System (like the Pitney Bowes VeriMove solution!)
  4. FASTforward® (for letter-size mail only)
  5. Alternative Move Update Methods (Legal Restraint or 99 Percent Accurate)
Choosing the method(s) to use depends on a number of elements including your unique mailing applications, the class of mail, shape of the mailpiece, frequency of mailing to your address lists and what you want to happen to the mailpiece if it is undeliverable as addresses.

Hope this helps!

Kind regards,

Elizabeth
