Move update for First Class Mail

Our bulk mail center is asking for the Move update for First Class mail, now. I thought it's starting from November 23rd. Has the move update for First Class Mail already started.
What type of proof do we collect from our customers for the move update if they are providing the list for bulk mailing.

Good morning.
There is a Move Update regulation in place for discount First-Class Mail right now. The regulation requires mailers to use an approved Move Update solution within 185 days prior to a mailing.
If you are not providing some type of Move Update service for your customers (and you might want to consider that!), then you're customers, as the mail owners, will be responsible for meeting the Move Update regulation. There is a form called PS6014 Certification of Move Update Compliance that mailer owners can sign and provide to the mail services provider.
