Move Update Enforcement

What are the perceived Move Update Compliance enforcement methods. More specifically, how do we prove we have used a qualifying method to meet the Move Update Requirements? Will additional documentation be required when presenting the mail for acceptance and if so how will this affect seamless acceptance and electronic documentation? Currently there is only a check box on the postage paperwork and no other documentation is required @ presentation except the CASS certificate and postage statement.

Good morning!

 

Excellent questions!  The USPS has indicated that the primary method for monitoring compliance will be through MERLIN.  They also indicate that mailers should maintain address notification records for up to 2 years. 

 

That said, they really haven't detailed what specific documentation will be required should they want to discuss address quality "concerns" with you.  I would simply keep all records, showing notifications provided via whatever option(s) you use, as well as data that reflects the necessary changes.

 

In a MailPro FAQ, the USPS says:

Is any Move Update documentation required at the time of mailing?

No, the mailer’s signature on postage statements submitted in hard copy or in electronic format, such as PostalOne! or Mail.dat, certifies that the mailing complies with all relevant standards, including Move Update, and that the mailing qualifies for the prices and fees claimed.

Mailers are encouraged to check the “Move Update Method” boxes on the postage statement.

 

I apologize that I cannot provide you more detailed information at this time.  Perhaps more direction will come from the USPS in the near future.
