Flats

After reading some responses to questions pertaining to "flats", I'm still a bit confused.

 

I send out approximately 60 9x12 brown envelopes as part of a weekly mailing.  Each envelope contains only paper material consisting of 3-8 sheets of paper.  I rarely if ever send boxed items via the USPS.

 

Are they considered flats or letters?

Due to the size of the envelope - its a flat.   Perhaps on the smaller page items, you could fold and send in a 6x9 or #10 and use the letter rate instead of the flat rate.
