Hi Phillip!

 

Postal Service equipment "reads" an address from the bottom to the top, and from left to right.  So, the machine reads the address and sprays a barcode to deliver the mail to whatever information, either the PO Box or street address, is on the line directly above the city, state, zip.

 

So, if an address reads like this...

Elizabeth Lombard

123 MAIN ST

PO BOX 1

ANYTOWN, WI 12345

 

...the mailpiece will be delivered to the PO Box.

 

If the address reads like this...

Elizabeth Lombard

PO BOX 1

123 MAIN ST

ANYTOWN, WI 12345

 

.... the mailpiece will be delivered to Main Street

 

If the address reads like this...

Elizabeth Lombard

PO BOX 1, 123 MAIN ST

ANYTOWN, WI 12345

 

or this

 

Elizabeth Lombard

123 MAIN ST, PO BOX 1

ANYTOWN, WI 12345

 

.... the mailpiece will bedelivered to the PO Box.

 

So, "which line is the first" really depends on where you want the mailpiece to be delivered!
