Is it possible for a 501(c)3 to use not-for-profit rates? We currently use the standard .42/per piece for all mailings unless it goes out bulk.

Yes! You qualify to use Nonprofit Standard rates if you are a 501c3. According to our postal expert, Elizabeth Lombard, you should enjoy about a 40% difference in postage between Nonprofit Standard Mail prices and Standard Mail regular prices...
Please be aware that the Move Update Standard for Standard Mail is in effect (as of Nov. 23rd). This means that you need to have the ability to validates the addresses of your recipients. There is the software available that validates addresses and assigns the correct barcodes - it can also check for recipient moves, enabling you to easily meet the new Move Update Standard.
With regard to Nonprofit Standard qualifications, be sure that your content is not "personal" in nature (for full details on the regulations, go to http://pe.usps.com/text/qsg300/Q703.htm). You must also mail at least 200 pieces (or 50 lb.) and meet dimensional and preparation requirements.
