The USPS rate update last month pertained to shipping rates - priority mail, express mail, and parcels. The May 11, 2009 update will increase the letter rate to 44¢.
Here are the instructions for updating your meter (per Jeremy):
- If you have a DM Series Mailing System, rates will be available for download approximately two weeks prior to the effective date. Keep an eye on your meter for a Download Available message.
- If you have a scale or system that requires physical software, packages will be mailed prior to the rate change. To check the status of your order or to view specific download information, log in/register at www.pb.com/ratechange.

Yes, the May 11 rate update will apply to first class mail.
Here is the link for the new rates on the USPS website.

ABQAnita,
I'm sorry to hear you are having a software update problem. I can let you know that there are not any updates available yet for the May Rate Change. However, equipment should not attempt to process an update unless there is an update pending. Because your machine is attempting to download an update, there must be an update available on your equipment. May I have the model number of your machine to help you with this?
If you have a DM100, DM200, P700 or P7L1 machine, could you please refer to this post:
Cannot update meter - Letter from Pitney Bowes
Thank you,
Jeremy
