DM400c downloadin g problems

NOTHING is working for me in updating my machine with the new postage rates. I have a DM400c.
The last time I had to download new rates, I did NOT have to connect the meter to an analog line or a LAN (local area network). I just pressed menu, selected Data Center Options, selected Check for Updates, etc., etc.
Now, no matter which way I try to download the new rates (they way I did it in the past and also connecting to an analog line), I am continually receiving the same message: Data Center Connection Lost - Try to Power Cycle OR if problems persists call service. An error message will also appear in the right-hand corner. Usually it's DE1D but sometimes it's DE00.
I already placed a service call (I am INSISTING that someone physically come to the office) as I suspect there might be a possible problem with the machine.
What do you think is going on here?

Tara,
We have SAME machine SAME problem NO help! Nothing works.
Please update if the service person is able to get it to work and we will know to do the same.
I am ready to pull my hair out over this!

The Pitney Bowes service tech just left.
He asked me to get in touch with our IT Department and ask whether we have a static or a dynamic port (Anyone? Anyone?). He then said that if he have a dynamic port, he needs to know the IP address, the gateway and the subnet mask numbers. I guess this is what an IT department is for because I am totally clueless.
IT never got back to me, but the PB tech figured out that we have a dynamic port. He actually had to unplug our machine and carry it over to our fax machine (which is in a different room). He was then able to download the new rates.

Tech took over an hour but got it downloaded; NOT through the internet, he agrees with me that there is a major malfunction with the PB servers.
We had to actually plug it in to our phone box where it FIRST comes into the building and even then it took several tries to get it.
Now I am over 8 hours behind on work just trying to figure this all out.
